Frequently Asked Questions

Everything You Need to Know About Free WIOA Funding

Is the training really 100% free through WIOA?

For most people who qualify, yes! WIOA (Workforce Innovation and Opportunity Act) assistance through the Kentucky Career Center can cover your tuition, books, fees, and required course supplies 100% through an Individual Training Account (ITA) — so you pay $0 out of pocket. Many Bluegrass residents qualify, and the eligibility review is a friendly, no-pressure conversation with a Career Advisor. HCTI helps you prep for it so you walk in confident.

How does HCTI walk me through the referral process?

Once you submit your 2-minute pre-application, our team reviews your program choice and issues your official HCTI Conditional Approval Letter. We then guide you through the Bluegrass Workforce Innovation Board intake, tell you exactly what to say to your Career Advisor, and assist with any school documentation required to finalize your funding.

What if I am currently employed or working part-time?

You're in good company — many working adults, underemployed folks, and career-switchers qualify for WIOA training grants! Stay-at-home spouses, transitioning veterans, and displaced workers frequently qualify too. The eligibility criteria are broader than most people expect. Complete the pre-application and we'll help you see your options.

How fast can I finish and start working?

Our CNA Day program is only 3 weeks long! Phlebotomy is 5 weeks, EKG is 8 weeks, Medical Assistant is 10–12 weeks, and Pharmacy Tech is 3 months. Many graduates receive job offers within weeks of completing their credentials.

Do I arrange my own clinical, or does HCTI?

Most programs are 100% online and lead to national certification with no clinical requirement. The CNA program is the one exception — it is hybrid and leads to the Kentucky State Registered Nurse Aide (SRNA) certification, and you must arrange your own 36-hour clinical at an approved nursing home. HCTI provides all online theory, lab coursework, and guidance on finding an approved clinical site.

A quick note on funding: Completing this form doesn't guarantee WIOA eligibility, funding, or enrollment — but it's the right first step, and most people find the eligibility conversation easier than they expected. WIOA eligibility and funding decisions are made by your Kentucky Career Center / Bluegrass Workforce Innovation Board (not HCTI). Our job is to make that whole process as simple and stress-free as possible — we'll be with you the entire way.
